Sorry, in addition to being heads down for the 9.0 final push I was also out for a little while for personal reasons. (Forum monitoring is done as time permits and there has not been any spare time recently.)
The important info is the first line of debug output:

That tells me the request lacked an ApptUNID item. This is a key item that is on every request no matter if it is to C&S or R&R. In the iCalendar case we create an ApptUNID value based on the iCalendar UID that is provided. I did not notice that on my first pass but your iCalendar lacks the required UID property. That is why the request cannot be processed; we have no way to identify the request or properly match it to a UID to send back on the response.
Adding a UID property should get you moving forward again. If it still fails then I suggest you open a ticket with our Technical Support folks so we can get you some more consistent and focused help.
